Memorial Day parades and ceremonies will be taking place in Niles, Morton Grove, Park Ridge, Skokie and elsewhere.
Morton Grove The American Legion Morton Grove Post 134 will hold its Memorial Day ceremony at 12:30 p.m. on Sunday, May 26 outside the American Legion Memorial Civic Center, 6140 Dempster, to be followed by a parade. The parade will leave the parking lot at the Morton Grove American Legion Civic Center at 1:30 p.m. The route will cross Dempster at Georgiana, go south to Crain, east to School, south to Lincoln and west to the Morton Grove Library where a short ceremony will take place at the Library’s Doughboy Statue. After the ceremony, the parade will form on Georgiana and march back to the Civic Center. A legislation to ban teen tanning in Illinois heads to Gov. Pat Quinn.
Legislation to ban minors from indoor tanning beds was sent to Gov. Pat Quinn on Tuesday after being approved by the Illinois Senate. House Bill 188, sponsored by Senate Minority Leader Christine Radogno (R-Lemont), would ban Illinois minors age 17 and younger from UV tanning beds. Currently, minors ages 14 to 17 are allowed to tan if they provide a parent's signature. Spray-on tanning is exempt from the legislation, as is phototherapy, which applies to situations where a physician supervises tanning when it is necessary to treat a medical condition. By a vote of 35-21, the Illinois Senate approved legislation on Friday for doctors in the state to prescribe marijuana as pain relief for severe medical conditions, sending the bill to Gov. Pat Quinn for final signing. According to the Chicago Tribune, the bill covers 33 specific conditions—including multiple sclerosis, cancer and HIV infection—and includes several controls, with a four-year trial program, dosage limits, fingerprinting, background checks and licensed dispensing centers. “This bill is filled with walls to keep this limited,” the paper quoted sponsoring Sen. Following the death of 9-year-old Carter Vo, construction has begun near at the intersection of Main Street and Central Park Avenue for several traffic signals.
Signs reading “Slow down. Save a child” are still up near Main Street and St. Louis Avenue almost a year after 9-year-old Carter Vo was struck and killed by a vehicle. Now, workers operating large yellow construction trucks are building several traffic signals in the area. Vo was killed at the intersection of Main Street and St. Louis Avenue on May 20, 2011. Following the death, the village conducted several studies, reduced the speed limit on Main Street and approved the construction of several traffic signals slated to be built near the area. Governor Pat Quinn today asked President Barack Obama to declare 11 Illinois counties major disaster areas following the storms and heavy rainfall that moved through the state in mid-April. If the governor’s request is approved, residents in those counties will be eligible to apply for grants and low-interest federal loans to help recover from the historic flooding. The Cook County Board has added Section 8, or Housing Choice Vouchers, under the Illinois Fair Housing Law.
Up until recently, it was the landlord's discretion on whether he or she would allow Section 8 tenants. That all changed on May 8 as the Cook County Board approved a measure that would penalize landlords for discriminating against Section 8 voucher holders. For example, the Illinois Fair Housing Law states that one cannot deny an applicant based on race, ethnicity, religion, age, sex, disability, presence of children or sexual orientation. Now, Section 8 voucher holders have been added to that list. The measure passed 9-6. If a prospective Section 8 holder believes they were denied a unit because of their voucher status, they now have the right to file a complaint with the Cook County Commission on Human Rights. The Illinois House approved sweeping pension reform this week. The legislation will now move on to the Senate.
The Illinois House approved a pension reform bill that could eliminate the state's $96.8 billion funding shortfall over the next 30 years, Reuters reported. The legislation was approved by a vote of 62-51 and would impact Illinois teachers outside of the Chicago Public School system, state university employees and the Illinois General Assembly, the Chicago Sun-Times reported. The bill still must be approved by the Senate. The Chicago Tribune reported that the bill would increase the retirement age for employees 44 and younger. Employees also would contribute 2 percent more of their paychecks to their retirements. Sen. Mark Kirk (R-Highland Park) and Sen. Richard Durbin (D-Springfield) made their first joint public appearance in Illinois since Kirk returned to full time duty in the Senate in January at a Great Lakes charter school they helped create which is now being hurt by the Sequester. Durbin, Kirk and Rep. Brad Schneider (D-Deerfield) met with students at the Learn Public Charter School, a North Chicago public school on the Great Lakes Naval Base, to see the new institution and listen to the students. “This is our first public appearance in Illinois since Sen. Anchored by a Walmart Supercenter, Touhy Marketplace is set on 15 acres of land. Village officials and developers were present at the site on Wednesday to celebrate its construction.
The construction site for Touhy Marketplace is massive. It’s 15 acres. That’s 653,400 square feet, or approximately 11 football fields, end zone to end zone. Eleven. Anchoring the site will be a Walmart Supercenter, 150,000 square feet dedicated to selling produce, clothing, electronics, bed sheets, tools – you name it, they’ll probably have it. All in all, there will be 195,000 square feet of retail space and plenty of parking. Construction is set to be complete within “12 months,” or spring of 2014. On Wednesday, large yellow construction trucks were laying the groundwork for Touhy Marketplace. Among the items on the upcoming Village of Skokie budget hearings is a "Mobile Police Substation," which acts as a command post that can move from location to location.
The Village of Skokie Board of Trustees will review the proposed fiscal year 2014 (FY14) budget at several upcoming hearings this May. The proposed operating budget is $51 million, representing a 1.9 percent increase, or approximately $970,000, from the previous year. Plans for a "police manpower study" and funding to return the village’s police manpower to prerecession levels are included in the budget, according to a press release issued Tuesday. Also included is the purchase of a vehicle that acts as a community outreach police substation, also known as a command post vehicle.
